Can it be mounted upside down to accomodate a console that is 17.5" wide and work normally?

Does this item include the 8x cage nuts required to make it work?

The R1207-2U does not come with cage nuts. These would need to be purchased separately.

Does this product have a catch or latch to positively hold it in the closed position?

The R1290 rack trays have a soft close on the runners that hold the tray in position. It doesn't however operate as a hard close so if the tray is tipped/pulled it will release.
